MORGANTOWN (AP) – Medium-sized West Virginia hospitals may perform emergency procedures to clear clogged heart arteries without onsite surgical backup, but Gov. Joe Manchin on Friday asked the state Health Care Authority to rework ambiguous wording on the proposed rule for elective angioplasties.
