WILKES-BARRE — Two Luzerne County judges who played key roles in closing the county’s juvenile detention center in 2002 have financial interests in a Mountaintop real estate project linked to Robert J. Powell, an investor who has reaped millions of dollars by leasing a private juvenile center he co-owns to the county.
