JERUSALEM -(Dow Jones)- Israel can only increase its per capita gross domestic product if more Arabs and ultra-Orthodox Jews begin to participate in the economy, Sir Ronald Cohen, former chairman of Apax Partners Worldwide LLP, a venture capital firm involved in the development of Israel's high-tech sector, said Wednesday.
