BRANFORD — The town's Inland Wetlands Commission has denied a permit for the proposed Hilltop Centre shopping center that a Rhode Island developer wants to build on 39.3-acres of the former Hilltop Orchards site, off East Main Street, near Interstate 95, Exit 56.
